Development of a New Blueprint for Mental Health and Addiction Services

In my role as Commissioner for the Mental Health Commission I will be leading the development of a new Blueprint for mental health and addiction services to provide the Minister with advice on sustainable investment for service improvements. 

To ensure the Commission provides the Minister with the best possible advice that will make a real difference for our service users, their families, whanau, and those working in the sector, we will be running an open consultation process and would very much appreciate your involvement.

The work will update the 1998 Blueprint for Mental Health Services, which has guided resourcing and service development for the past decade.  Aspects of the original Blueprint are now out of date and a review and renewal are required.  The new Blueprint will focus on building on the gains made in the sector over the past decade. We aim to develop new guidelines to support sustainable investment in service improvements to achieve better mental health outcomes and to meet future needs, while taking account of the constrained fiscal environment. 

Last week the advisory group for the new Blueprint project met for the first time and in the first week of October we will be releasing a concept paper and seeking feedback from the sector.  In December we will release a consultation document.

Akatu & Belinda Attend Lakes Revue for 2011

On the 18 November Lakes DHB held their staff Revue at the Distinction Hotel in Rotorua.  Upto 200 staff members attended this event with entertainment from various departments from the Rotorua & Taupo Hospital such as Smokefree, Mental Health, Physio and more, the skits were definately the highlight of the evening.

Akatu & Belinda attended the event on behalf of the Midland MH&A team and assisted the Revue Committee by providing videoing skills,  visual presentations and controlling the stage work for the performances.

Taupo Hospital took away the top prize for the evening as the winners of the skits, there were plenty of spot prizes and raffles drawn with vouchers for dinner, limousine rides, boat cruise to name a few.

The Werry Centre Open Sector Day – "Moving Forward: The Challenges, New Initiatives & Collaboration" was held in Rotorua at The Holiday Inn on Friday 4thNovember 2011.

The first presentation named "Whanau 4 Lyfe" was led by Peta Ruha, Clinical Manager, Tuwharetoa Ki Kawerau and other members of the Kawerau Suicide Prevention Working Party Group. The group wanted to give the local perspective about what is happening in their community and what they are collectively doing to address the issues and gaps. They discussed whanau engagement, accountabilities, provider collaboration, education and communication as necessary parts of the process. This was a very informative and moving presentation with an emphasis on local solutions and highlighted the need to talk about challenges as part of healing. A presentation about Pacific youth perspective on Pacific for Pacific service was named "Vaka Toa Down Wiv Brown" and included an inspiring video clip by youth from Auckland about what is important to them.

Colin Hamlin,Senior Advisor from the Ministry of Health gave an update on the key actions on the Ministry’s Mental Health & Addictions Service Development Plan, and projects currently in progress or on the radar.

"Regionalisation: moving into the future" was the focus of the presentation by Eseta Nonu-Reid, Midland Regional Director, Mental Health & Addictions. Eseta spoke of the Government Directions such as clear messages coming through, the reduction in role and function of the Ministry of Health, the new Blueprint II, the disbanding of the Mental Health Commission, and the Minister of Health’s Mental Health & Addiction Action Plan. She also explained the new Midland DHBs Shared Service Agency and how the Midland Mental Health & Addiction Network fits within this. Eseta then discussed the priorities for National Health Board, Regional Clinical Services Plans and the Regional Annual Plan.

Cindy Mokomoko, and Dr Kahu McClintock spoke about Te Rau Matatini developments including that of the culturally attuned Psychiatric Outcome Measure for an Indigenous population – Hua Oranga. The final presentation was on "Mental Health Promotion in Napier Schools" by Rebecca Peterson, Hawkes Bay DHB, Grant Rix, Mental Health Foundation, and Darryl Ginns, Pastoral care/Behaviour Support Teacher, Porritt Primary School. This was a collaborative programme that was piloted at Porritt School in conjunction with the DHB and the Mental Health Foundation that looked at focused on effective school based mental health promotion and what was best practice in this environment.

Midland MH&A Team Meets New Colleagues at Healthshare

Due to the changes happening in the region and the shift toward regionalisation, the Midland MH&A visited new associates at Healthshare in Hamilton on the 19 July.  A warm welcome was received and it gave the teams the opportunity to meet and greet and also the opportunity for Midland to familiarise with the services and orientation of the Healthshare office.

From the 01 August the Midland MH&A team will be under the Healthshare entity which is based in Hamilton and will setup an office in the building where the Midland Workforce Coordinator will be based, and the rest of the team will hot desk from as required.  The Midland PRIMHD Support and Midland Senior Administrator will continue to be located at Lakes DHB with all continuing to be virtual within the region.

 Midland Regional Network Farewells Vivienne Martin and Belinda Walker, 30 June, Rotorua

On Thursday the 30th of June, the Midland Region - Mental Health and Addictions Network farewelled Vivienne Martin and Belinda Walker from the Midland PRIMHD project.  This contract with the Ministry of Health was for a fixed term of two years.  In that time, both Vivienne and Belinda have been instrumental in ensuring that the 74 Stage 3 - 5 NGO's became compliant with the Ministry of Health's reporting requirements.

It was a major piece of work that required support, assistance, training and re-training of providers across the region.  I know that you will join me in thanking both Vivienne and Belinda for their resilience and tenacity to ensure that the project was completed.

 I would like thank all of the NGOs, Portfolio Managers, PRIMHD coordinators, Ministry of Health and the Midland team; for their support and guidance provided while completing the PRIMHD project.

 All the Midland NGOs have worked really hard to achieve PRIMHD compliance although some are not fully compliant, I have great confidence that this will be achieved by the end of the year. Give yourselves a pat on the back as this was no easy task. Well done and congratulations.

 A special thank you goes to Belinda Walker, Eseta Nonu-Reid and Mary Smith; without your support the completion of the project would not be possible.

 I am sure that are paths will cross in the future....so it is not good bye but see you later.

 Le Va Culture and Care Culture Fono, Friday 10 June, Auckland

Ruth Choudharey and Eseta Nonu-Reid attended a fono held at the Holiday Inn, Mangere which was hosted by Le Va the national Pacific Workforce Centre.  Despite the weather the day was very thought provoking and well worth attending.

The forum was held to bring Pacific health professional together to contribute to the future of quality health services for Pacific peoples, discuss how we can connect across different cultures and sectors in order to make a positive and measurable difference for Pacific communities, challenge how services can stay relevant for the Pacific peoples we serve.

Midland NSAC Team Workshop, May 2011

A workshop involving the Midland NASC teams from across the region was held on the 19 May 2011 in Hamilton.  The day was facilitated by Roz Sorensen and was attended by 28 staff who either manage or lead needs assessment service coordination in their district.

Midland Pacific Providers Quarterly Fono May 2011

 The Midland region hosted the Midland Pacific Advisory Fono at the Novotel Hotel on the 31 May 2011.  The forum was hosted by Lakes Planning and Funding with the support of the Midland Regional Network - Mental Health & Addictions.  A big thank you to Grant Pollard, Population Health Portfolio Manager for funding the event.

There was an excellent turn out from the Bay of Plenty and Lakes health and social services and from the Lakes, Waikato and Bay of Plenty Planning and Funding teams.  The agenda was dedicated to the Ministry of Health Pacific team who took the opportunity to seek feedback on their future directions and provided some excellent information to those who attended.

Midland Regional Dementia Advisory Role - 05 May 2011

Formal launch day for the Midland Regional Dementia Advisory Role held on Thursday the 5th of May 2011 at Tauhara Centre at Taupo.

Ruth delivered a very informative presentation on her role; how it supports and educates providers within the Midland Region. Included in her presentation was an overview on what is Dementia and several short versions of her training sessions that she delivers to providers.

Good turn out despite the fog early on; the objectives of the launch were achieved as everyone went away with a greater understanding of Dementia; on how it affects the person and their family whanau as well as techniques for supporting a person with Dementia.

Coordinated by Pacific Island Tauranga Trust this was a great opportunity for Pacific Advisory Groups from each DHB within the Midland region to come together and network at the Tauranga Yachth club on the 16 February.  There was approximately 50 people who attended this fono (meeting) from across the region.

Lakes will be hosting the May 2011 Fono.

On the 14 February the Henry Rongomau Bennett Foundation launched its new branding and logo as well as announcing the Henry Rongomau Bennett Memorial Scholarships for 2011 and awards at the Sudima Hotel in Rotorua.  Please click here for the meaning behind the branding and logo.

Midland Regional Dementia Behavioural Advisory and Support Service

 


BOP DHB (lead DHB) is pleased to announce that we have appointed Ruth Thomas RPN into this position.

Ruth is a qualified as a Psychiatric nurse in 1990 and has specialised in older people’s mental health since. Ruth always had a particular interest in those living with a dementia illness believing that there was a better way to deliver their care than the straightforward medical model. Person Centred Care provides that “better way” and focuses on all aspects of the person that influences and effects how they are today.

Ruth’s career pathway have taken her from purely nursing roles through various managerial roles including managing a 120 bed Psychogeratric level Resthome as well as regional roles that had responsibility for a variety of rest homes, befriending services and project management tasks. At the same time championing appropriate and compassionate care for those living with a dementia illness.

Ruth has over the past 18 months has been the Clinical Nurse Co-ordinator of our MHSOP In-Patient unit. Ruth has led the nursing team to incorporate person centered care into a unit that was once purely had a medical model focus. This has had a huge positive impact on our client and their families/Whanau experience with a hospital system with our clients who are experiencing often extremely distressing behavioural and psychological symptoms with their dementia illness.

We believe that Ruth is extremely well qualified, passionate, energetic and has the leadership qualities that will be of huge value to the Midland area in this position.

Ruth will take up this position on Monday 30th August and will have a 3 month period of orientation and stocktaking in the midland region.
