Tumu Whakarae
National Reference Group of Maori General Managers District Health Board's New Zealand
Tumu Whakarae is the national reference group for General Managers Maori Health for District Health Boards in New Zealand.
The kaupapa of Tumu Whakarae is to provide competent Maori leadership for DHBs in respect to achieving better health outcomes for Maori, reducing inequalities between Maori and non-Maori and to promote:
- Successful implementation of He Korowai Oranga and Whakatataka;
- Ongoing development of the national Maori Health strategy and related policy;
- Working with the National CEOs group and DHBNZ to ensure alignment of DHB funding an provider activities to the national Maori health policy and related strategies;
- Communication of best practice strategies to each other;
- Whanaungatanga and tautoko for each other in out mahi.
Tumu Whakarae refers to the pillar of leadership that we collectively provide within District Health Boards. The name was given by Kaumatua Tamati Cairns, at our inaugural meeting held in Wellington in December 2000.
Te Tiriti o Waitangi:
The NZ Public Health and Disability Act 2000 states that
"In order to recognise and respect the principles of the Treaty of Waitangi, and with a view to improving health outcomes for Maori, Part 3 provides for mechanisms to enable Maori to contribute to decision making on and to participate in delivery of health and disability services.
The members of Tumu Whakarae recognise and respect the principles of the Treaty of Waitangi and are committed to participate within DHBs in the achievement of their responsibilities towards:
- Improving health outcomes for Maori;
- Reducing inequalities between Maori and non-Maori health status and;
- Assisting Maori to be more positively engaged with the health sector;
As a body, Tumu Whakarae does not represent whanau, hapu and iwi or Maori communities.
He Korowai Oranga
Sets the direction for Maori health development in the health and disability sector. The strategy provides a framework for the public sector to take responsibility for the part it plays in supporting the health status of whanau. The vision of He Korowai Oranga is the achievement of whanau ora, and healthy families.
Whakatataka Tuarua: Maori Health Action Plan
Whakatataka Tuarua Maori Health Action plan 2006 - 2011 outlines what the health and disability sector will do to implement the Maori Health strategy, and includes programmes, policies and interventions. The Action plan is a valuable tool for contributing to reducing health inequalities between Maori and non-Maori.
New Zealand Health Strategy and New Zealand Disability Strategy
The New Zealand Health Strategy and the New Zealand Disability Strategy are the Governments platform for action on health and disability, including Maori health. The strategies principles, goals objectives, action and service priorities for improving the health and disability of New Zealanders are all relevant to improving Maori health.
He Korowai Oranga: Maori Health strategy expands the principles and objectives for Maori in both strategies and takes them to the next stage by providing more detail on how Maori health objectives will be achieved. At the same time, He Korowai Oranga exists in its own right.
